SebStan has said he tried out for the part of Steve first, and then got called back and cast as Bucky. I can see why they decided against him as Steve; he's got this aura of decayed decadence around him that's so not Steve at all, but is great for the darker role of Bucky/Winter Soldier. Steve should glow, and Bucky should smoulder.
