norsekink. Odin never stole Loki from the giants. The first time Thor and Loki meet is when Loki comes to Asgard to steal Thor's hammer, only Thor catches him in the attempt. Rather than killing him outright, Thor captures him because Loki is so small and pitiful for a giant.
