I recall reading that the tattoos are real-life prison culture tattoos. Don't quote me on that but according to an article or something, Rourke did a lot of research so he could play as realistic a Russian criminal as possible. The tattoos could be gang-related.
I have a friend who speaks Russian so maybe I can ask her for a better idea, though.
