Red Skull!

Red Skull loves Captain America because Cap is the only thing that gives his life meaning.

Skull turned to evil because, well, what else did he ever have, really? Kapitan Amerika, Captain America, that strong-jawed symbol of American power, that icon who somehow always knows what's right, who never gives up even when mortars are exploding around him and his friends are dying at his feet, that Captain America, is his archnemesis. Epic, in the grandest tradition of the Norse sagas, an epic conflict worthy of the old Teutonic myths. Given such an opposite number, Skull was inspired to rise to the occasion. Without Cap, Skull knows that he would be nothing more than a petty old man, a relic of a conflict long dead, unworthy of the second chance at life he has been given at the expense of so many other, worthier men. Skull's life is defined by Cap; he can only live within the boundaries thus drawn for him. Skull is a True Believer, a devoted slave of the mind, and Cap is the only thing Skull has to believe in.
